Crawling titles don't have to be only at the bottom of the screen. It is somewhat hidden in the English manual (page 88).

Crawling titles (titles, which appear going from the right-hand side to the left-hand side of the screen) are definitely not locked to the bottom of the screen. When you are in TitleDeko press the Alt-button and at the same time use your cursor up or down buttons and you can place the title on any place on the screen.

With Studio 9, when you press the "Scrolling" button, the cursor position of the title stays in the upper part of the screen. Inserting a scrolling title in Studio 9
With Alt and up-arrow, you can go up the slider. (and don't be afraid move it off the screen ...) Upon pressing the first letter you can see the position of your new title. Then adjust your height. Changing the position of insertion of a title scrolling in Studio 9
With Studio 10, when you press the "Scrolling" button, the cursor position of the title stays in the lower part of the screen. Inserting a scrolling title in Studio 10

With Alt and up-arrow, you can move the cursor to the desired position.

With Studio 11 and Studio 12, it works the same way.
